SetOwner allows you to set file ownership to any account, as long as you have the "Restore files and directories" user right.
Download the exe file and run it from the Command Prompt. It will give you the instructions you need.
Q: Is it really possible to set file ownership to any account?
A: Yes it is, but you need the "Restore files and directories" user right. The "Take ownership of files and other objects" user right is the one administrators typically use to take ownership, but it only allows you to set ownership to your own account.
Q: Who has the "Restore files and directories" user right?
A: By default, the Administrators group and the Backup Operators group, but an administrator can give it to any account.
Q: When I double-click on the file a window comes up and disappears immediately. What's wrong?
A: You must run the file from a Command Prompt.
